What does measurement noise mean?

The random error on each sensor reading. In a Kalman filter its variance is R, which can be measured by taking many readings of something that is not changing.

R is the variance of the measurement noise, in squared units of whatever you are measuring. It is measurable, and you have already measured it: U4.1 was exactly this.
